The Council of Juvenile Correctional Administrators (CJCA) has developed a Positive Youth Development Toolkit. This resource is designed to help agencies, organizations, and stakeholders improve services, programs, and outcomes for youth involved in the juvenile justice system. The toolkit is based on recommendations shared at the 2015 CJCA Leadership Institute that included OJJDP’s address on positive youth development.

The Developmental Approach Resource Bulletin is a comprehensive introduction to the seven hallmarks of the Developmental Approach outlined in the Reforming Juvenile Justice: A Developmental Approach. Those interested can access the bulletins to learn more about the latest research findings and evidence-based approaches that support the seven hallmarks such as a genuine commitment to fairness, accountability without criminalization, family engagement, and much more.
FY19 Title II Formula Grants Program Solicitation Webinar
On September 10, 2018, OJJDP presented “FY 2019 Title II Formula Program Solicitation.” OJJDP’s State Relations and Assistance Division provided an overview of changes and requirements for the FY 2019 Title II Formula Program Solicitation. OJJDP provided an opportunity for state applicants, responsible for submitting their Title II State Plan, to ask questions about the new solicitation requirements.
Monitoring of State Compliance with the Juvenile Justice and Delinquency Prevention Act
This updated policy describes the information states must submit to demonstrate compliance with the core requirements of the Juvenile Justice and Delinquency Prevention (JJDP) Act and an adequate system of monitoring as required in 42 U.S.C. § 5633(a)(14) of the JJDP Act. The policy also details the steps that OJJDP will take when conducting annual compliance determinations and when assessing the adequacy of state monitoring systems. This policy was updated June 19, 2017, to implement recent compliance and reporting requirements. It supersedes all previous versions of the policy.

The Emergency Planning for Juvenile Justice Residential Facilities is the first comprehensive planning guide to address the specific needs of children, youth, and families involved in the justice system during an emergency. By utilizing the information in this resource, facilities are encouraged to develop comprehensive emergency plans that will make a difference in the safety and well-being of children and youth in our nation’s justice system. This planning resource provides juvenile justice facilities with the tools to begin the planning process and strategies to effectively address key components of a comprehensive emergency plan including communications procedures, preparing to shelter in place and to evacuate, providing mental health services and medical care, evaluating the facility’s staffing needs, offering support to youth and their families, and many more.
Building State Advisory Group Capacity: A Toolkit for Effective Juvenile Justice Leadership
Prepared by the Coalition for Juvenile Justice on behalf of OJJDP and the Center for Coordinated Assistance to States, the SAG Toolkit aims to assist SAG’s and related agencies in efforts to assess current strengths, identify challenges, and find solutions as juvenile justice leaders in their states. In coordination with OJJDP and its divisions, SAG’s work to promote the most recent evidence-based practices with a tailored approach for each state through Federal funding. This toolkit will provide SAG members and related state agencies with basic information regarding a SAGs role, strategies for implementing the developmental approach, the five principles of SAG effectiveness, suggestions for overcoming common road blocks, processes for evaluating SAG effectiveness, the latest JJDPA provisions, TTA resources, and additional resources.
Council of Juvenile Correctional Administrators Toolkit: Reducing the Use of Isolation
Prepared by the Council of Juvenile Correctional Administrators, the Reducing Use of Isolation Toolkit provides juvenile justice system administrators and directors with the latest research and evidence-based practices to strengthen the rehabilitative goals of youth correctional facilities. This toolkit serves as an invaluable resource as states change practices to align with the research and promote positive youth development. The CJCA Toolkit consists of an overview and definition of isolation, a research summary highlighting the negative impacts of isolation, five key steps toward reducing the use of isolation, action steps for CJCA directors, and four case studies of states that significantly reduced the use of isolation.
Developmental Approach Checklists
The Developmental Approach Checklists serves as a tool to assess a jurisdiction or states’ alignment with the developmental approach. The checklist provides specifics and representative examples of what each of the seven hallmarks would resemble if implemented in any given jurisdiction or state. The checklist can be an effective and useful starting point for jurisdictions or states’ interested in increasing their alignment with principles outlined in the Reforming Juvenile Justice: A Developmental Approach.
Juvenile Justice Specialist Resource
The Juvenile Justice Specialist Manual serves as the principal guide for new and veteran Juvenile Justice Specialists seeking to learn more about their duties and responsibilities in their state. By summarizing essential information regarding OJJDP, OJJDP’s grant program, and key juvenile justice advisory groups the JJ Specialist Manual will assist JJ Specialist in their efforts to fulfill their responsibilities effectively and efficiently. The Manual is organized into twelve sections’ covering, the JJDPA Act of 2002, Three Year Plan Requirements, Grant Monitoring, Online Reporting Tools, strategies for balancing multiple roles as JJ Specialist, and many more.
Compliance Monitoring Manual
The Compliance Monitoring Manual was developed to strengthen Compliance Monitors understanding of the updated Compliance regulations around the four core requirements of the JJDPA Act and the reporting procedures. The manual also serves as the base for newly minted Compliance Monitors to understand their responsibilities and duties. Included in the document is information pertaining to reporting procedures, utilizing online reporting tools, standards for data collection and reporting, and much more.
